
On the pavement outside the São Luiz Teatro Municipal, a kiosk faces the Largo do Picadeiro like a sentry with an espresso machine. Inside the theatre’s tiled lobby, the cafetaria does the same job in reverse—pulling Chiado‘s foot traffic indoors, past the box office, into the orbit of whatever is on stage that week.
Both spaces are now looking for a new operator. EGEAC, the municipal culture company that manages Lisbon’s city theatres, has opened a tender for the temporary concession of São Luiz’s cafetaria and adjacent kiosk, with proposals due by 25 August 2026 at 23:59. This is the second time in four years the spaces have gone to market: a similar call went out in May 2022, though whether that round ended in an award remains unclear.
What has changed is the legal framing. The 2022 notice advertised a “concessão de exploração,” an operating concession. The 2026 version uses “cedência temporária,” a lighter, shorter-term arrangement that suggests EGEAC is choosing flexibility over long commitment. The company has run comparable processes at Cinema São Jorge and Casa Fernando Pessoa, typically on three-year contracts.

Artistic director Miguel Loureiro has put it this way: “The theatre should be a place for parties, wine, roses, and poetry.” The timing of this tender tests those words. The 2026–2027 season, announced on 14 July with more than 100 shows, opens in September with the Picadeiro Fest, staged on the very largo where the kiosk stands. Whoever wins this concession will be pouring wine metres from the stage.
